FSA guarantees PFI and PPP transactions in the health care sector. For example, we have insured hospital financings for U.K. National Health Service trusts under the Private Finance Initiative, helping to build, renovate and maintain hospitals in London and other metropolitan areas. These transactions allow the trusts to transfer management of construction, refurbishment, facilities and non-clinical services to private concessionaires, enabling the medical administrators to focus more completely on patient care. FSA assists in structuring the transactions, assuring that all construction and operating risks are properly allocated to qualified parties, and guarantees the bonds to help achieve the lowest cost of funds.
We also guarantee securitizations of health care receivables. In Italy, these securitizations have helped various regional governments manage the cost of their health care programs more efficiently.
